I have the honour to transmit for such
action as may be deemed advisable a Statutory Declaration which
has been declared by Mr. A. H. Rennie, a Merchant in this
Colony, in connection with losses which he alleges he has
sustained owing to the seizure and detention of the S.S.
"Arabia" and "Calchas" by the Russian Authorities in Vladivos-
tock.

In consequence of these seizures Mr. Rennie
was forced to sell 79,000 sacks of flour which were on board
of these vessels and consigned to him at Hongkong at a loss
of 15 cents Mexican a sack as compared with the price which
he would have obtained had there been no seizure and had the
cargoes been delivered in this Colony on their scheduled date.
